The meeting was called to order by Chairman Chery at 10:25 a.m.

  1. APPOINTMENT OF VOTING MEMBER(S) IN THE EVENT ONE OR MORE REGULAR COMMITTEE MEMBERS ARE ABSENT

    All regular members of the Committee were present.

  2. APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF DECEMBER 11, 2008

    A motion was made by Mr. Morris seconded by Mr. Blecksmith, to approve the minutes of the regular meeting of December 11, 2008. The motion passed unanimously.

  3. FOR INFORMATION
    1. Quality Assurance Review for Fiscal Year 2007-2008 Mike Mikhail Mike Mikhail presented the quality assurance review for 2007-2008. During that period 22 processes were audited. Of the 12,091 samples audited (an overall increase of approximately 20% from the previous year), there were 1,448 exceptions, a 6% increase over the previous year. The increase in number of exceptions could be attributed to a significant increase in the sampling of the Contract Setup, Plan Transfer, Previous Service, Service Retirement Agenda, and Withdrawal audits. Of the total exceptions, only 51 are outstanding. Seventeen of the 22 processes met the targeted accuracy rate of 95% and above. Overall, the accuracy rate increased from the last fiscal year by .69%.
    2. Connecting with Our Employer - The L.A. County Human Resources Web Site (oral presentation) Jeannine Smart Jeannine Smart gave a demonstration of the hrpros.lacera.com web site. This web site is a communication vehicle between LACERA and the L. A. County Human Resources professionals. It provides information on conferences, workshops, plan retirement, as well as common forms needed and how to order them. Another popular feature is the list of new retirees, whose service retirements were ratified by the Board of Retirement. Also available is an interactive Sworn Statement, and interactive new member workshop. The web site also provides a priority hotline for HR, which takes them to the top of the queue in the Call Center. A new feature, which started in December, is monthly email updates to HR professionals with direct links to new information on the web site. The Committee suggested the web site include the ability for HR professionals to self-enroll for the monthly email update.

The Board of Retirement has adopted a policy permitting any member of the Board to attend a standing committee meeting open to the public. In the event five or more members of the Board of Retirement (including members appointed to the Committee) are in attendance, the meeting shall constitute a joint meeting of the Committee and the Board of Retirement. Members of the Board of Retirement who are not members of the Committee may attend and participate in a meeting of a Board Committee but may not vote on any matter discussed at the meeting. The only action the Committee may take at the meeting is approval of a recommendation to take further action at a subsequent meeting of the Board.

Documents distributed to members of the Committee less than 72 hours prior to the meeting will be available for public inspection at LACERA at the time they are distributed to a majority of the Committee, provided the documents are subject to public disclosure and relate to an open session of the Committee. Such documents may be viewed Monday through Friday during normal 9:00 a.m. to 5:00 p.m. business hours. LACERA is located at 300 N. Lake Avenue, Suite 820, Pasadena, California.
