RHC Child Age Increase

ELIGIBLE DEPENDENT CHILD AGE LIMIT INCREASED TO AGE 26

The plan sponsor, the County of Los Angeles, has approved an extension of the dependent children age limit to age 26 under the Retiree Healthcare Benefits Program, regardless of a dependent child's marital or student status. This comes as a result of a California law, SB 1088.

Until July 1, 2014, this law exempted retiree-only plans, such as LACERA's. SB 1088 requires health plan carriers to offer the coverage to dependents up to age 26 but does not obligate the plan sponsor, the County of Los Angeles, to pay for coverage up to age 26. However, the County recently determined that it will pay for dependent coverage up to age 26.

Eligible dependent children include your, your spouse's, or your eligible domestic partner's natural children, legally adopted children, or stepchildren. To read more about eligibility, visit the Retiree Healthcare Eligibility page.

REINSTATING A DEPENDENT CHILD

If your dependent reached age 19 and was not enrolled as a full-time student or reached the limiting age of 23 and was terminated from your health insurance plan on or after July 1, 2014, your dependent might be eligible for reinstatement, retroactive to July 1, 2014. Your LACERA-administered insurance carrier also will send you a notification letter regarding this change. In order to reinstate your child, you must notify LACERA and sign and submit a completed enrollment form. LACERA will review the enrollment form(s) to ensure eligibility. You will be responsible for any premiums owed, if applicable, to cover your child. Note that you may incur a higher premium, based on your years of service when adding your dependent, that will be retroactive to July 1, 2014. Please note also that the earliest reinstatement date is July 1, 2014.

ADDING A NEW DEPENDENT CHILD

If you wish to enroll a dependent child under age 26, a waiting period might apply. For example:

  • A newborn child: You have 30 days from the qualifying event date to submit enrollment form(s); otherwise, you must wait six months for medical coverage and 12 months for vision/dental coverage to become effective.
  • A dependent age 19 whose coverage was terminated due to student status or reached the limiting age of 23: The waiting period does not apply if enrolled within the one-time open enrollment period discussed below.
  • A dependent aged 23 to 26: The waiting period does not apply if enrolled within the one-time open enrollment period discussed below.
  • A dependent child up to age 26 who was not previously enrolled under your LACERA-administered healthcare plan: The waiting period applies; you must wait six months for medical coverage and 12 months for vision/dental coverage to become effective.

  • Click on the Healthcare tab
  • On the right of the page, click "Access and download healthcare forms."
  • Under the heading "Enrollment/Change Forms," select
    • Dental and Vision Plan – New Enrollment, Change, Cancellation
    • Medical Plan – New Enrollment, Change, Cancellation
